2020 Improvement of Tracking Dumping Sites and Planning the Violation Potentials and Supervision

The project comprises six parts, including drafting programs for the remediation of contaminated public lands, planning the use of monitoring techniques and tools in designated areas, conducting trials for monitoring the air quality of pollution potential sites, investigating the recycling status of designated industrial waste, providing assistance in the supervision, evaluation and tracking of dumping cases, maintaining and operating the Waste Dumping Management System (WDMS), as well as providing other administrative support. In drafting programs for the remediation of contaminated public lands, quantification and evaluation of economic costs and benefits have been done to five sites of the contaminated public lands. After the contaminated public lands get restored, it is estimated that it would take at least 30 years to recover the initial cost with rental income, which indicates a longer payback period. This project took into account the unmeasurable benefits, social costs and social benefits. For example, if the polluted lands are designed for solar photovoltaic green energy model sites, the payback period could be reduced to 20 years by raising rents. As for planning the use of monitoring techniques and tools, the closed-circuit television cameras are planned to be installed at the entrances of incinerators and landfill sites controlled by the Environmental Protection Administration. Together with the use of the license plate recognition system that connects the scale equipment information, the weight of the incoming garbage could be directly recorded to enhance administrative efficacy through CCTV to identify license plates and obtain the weight information. In conducting trials for monitoring the air quality of pollution potential sites, the establishment of the filter methods for air pollution potential sites, pre-site visit and the design for air quality monitoring were finished this year. A trial implementation on air quality monitoring (WDMS Case No. 382) was done at one site where sludge had been dumped. The particulate matter index was put on high priority in this trial implementation. The results showed that the air quality is good. The dumping site poses no significant impact to human health and would not cause discomfort to the general public and sensitive groups. As for investigating the recycling status of designated industrial waste, this project has investigated the recycling status of waste cutting oil (fluid) resulting from the solar industry wafers, and continued to improve the recycling of aluminum slag (aluminum dust). In the investigation of the recycling status of waste cutting oil (fluid), reporting data have been collected. This project also conducted on-site survey of 10 treatment/ recycling facilities. The current production of waste cutting oil (fluid) has been reduced compared to the past. With sufficient treatment capacity, there is no difficulty in tackling such waste. It is suggested that the recycling of cutting oil (fluid) could further develop toward the recycling of silicon and silicon carbide (SiC) to encourage the circular economy of silicon resources. As for improving the recycling of aluminum slag (aluminum dust), this project has helped three source enterprises reduce the storage in the volume of aluminum slag (aluminum dust), and provided assistance to two brick kilns to conduct experimental treatment of aluminum slag and dust. The results showed that pre-processing is necessary to transform the aluminum slag and dust into aluminum oxide to perform brick manufacturing. In addition, this project also compiled the information of acceptance standards for aluminum slag and dust from receiving treatment/ recycling facilities, and edited an inspection manual guidance for the treatment/ recycling of aluminum slag (aluminum dust), as well as urging the environmental protection bureaus to reinforce on-site inspection and management. Scoring system for filling in information was established this year for the purpose of tracking illegal dumping cases. Local environmental protection bureaus shall fill in information in this respect on a regular basis under the help of this project. Inspection status and progress of the controlled cases were compiled as a short-term outcome for the reference of the Environmental Protection Administration. Apart from the regular maintenance of WDMS, this project also assisted the Environmental Protection Administration in holding all kinds of meetings.
